IMO, named source trumps unnamed source, so take the rest of this with a grain of salt.

Still unnamed sources though. From the Iowa Independent, which looks like an online only news source(?), can't vouch for reliability:

Gov. Bill Richardson's campaign is expected to direct their supporters to caucus for Sen. Barack Obama in the second round of voting at Thursday's caucuses in precincts where he is not viable.  Two sources familiar with the plan told Iowa Independent that the New Mexico Governor's organizers have been instructed to direct supporters to Obama in the places where they fail to reach the 15% threshold for viability.

Site claims it's an exclusive, was just posted moments ago.

This comes on the heels of yesterday's Off The Bus report that quoted an unnamed Obama staffer saying there was a rumor that Richardson would send his support Obama's way.

The editor's note on the post makes clear this is not a deal, but a strategic decision:

Editor's Note: For about ten minutes when this story was first published, it asserted that there was a mutual agreement between the Richardson and Obama campaigns to swap supporters in precincts where one was not viable.  This, it turns out, resulted from a misunderstanding that has since been cleared up.  There is no deal between the two campaigns; there is only a strategic decision -- one which makes complete sense -- on the part of the Richardson campaign about where to direct its supporters if their group is not viable in certain precincts

Still waiting for on-the-record comments.

(Note: Feed readers may have cached our earlier headline "Obama/Richardson Deal Confirmed By Iowa Independent". This is because (as stated above) the Iowa Independent initially claimed a deal, but softened that claim after the first ten minutes. Of all the "second tier" folks, I thought his would naturally be for Clinton.  I wonder if they will heed their candidate's advice.

This makes perfect sense (from the article lnked in the post):
Richardson, whose poll numbers in Iowa have hovered near 10% since June, may need a solid fourth-place finish in the caucuses to continue his campaign.  And he is best served by directing support away from former Sen. John Edwards, who consistently polls between him and the two national front-runners, Obama and Sen. Hillary Clinton, in national and early state polls.

That would make sense for Biden, too, who might have a shot at fourth as well.

Richardson has the most to give. He will get the most for it.

Some IA precintcts set viability at 15% and some as high as 25%. Any shenanigans would have to go precint by precinct.

The splash in the media about the Obama "deal" may have just been a ploy to turn eyes towards Richardson, who is the "presumptive kingmaker."

is all this meant to leave the impression that Obama is the anti-Hillary choice, as a result of the news of an Edwards surge in Iowa?  Is the rumor mill responding/being driven by fear??

I guess all this predicting, rumoring, and other shenanigans will all be over very soon.  No sense in worrying...

Good luck to everyone tonight!!  Get ready for some Granite State Action, short-lived as it may be!

and avoiding giving Jake Tapper a straight answer:
When I asked Richardson spokesman Tom Reynolds about this earlier, he told me "there is no deal."
...
"Yes or no," I said. "Has the Richardson campaign told precinct captains to suggest -- in the event that Richardson isn't viable in a precinct -- that supporters back Obama?"

He would not answer the question.

What I'm still confused about is how it would benefit Biden to arrange a similar deal with Obama, if he's vying with Richardson for 4th.  Then again, the press said those rumors were coming from Biden's end so it could just be a confusion tactic.

It's time we steer by the stars, and not the lights of every passing ship
