Chuck Todd: Marchand Endorsement May Mean Shaheen "Leaning Against" Running

by: Dean Barker

Tue May 29, 2007 at 19:51:14 PM EDT

Or maybe not.

From Chuck Todd's First Read:

there is speculation that a key endorsement nabbed by active candidate Steve Marchand (he's being backed by one-time Congressional candidate/state Sen. Martha Fuller Clark) means ex-New Hampshire Gov. Jeanne Shaheen is leaning against seeking a rematch against GOP incumbent John Sununu. Frankly, while I trust my source implicitly in New Hampshire on this, I continue to hear that Shaheen is more open to a bid every day. Remember, because of the presidential campaign distraction, a New Hampshire Senate candidate can actually wait longer to get in, particularly one as well-known as Shaheen.

Perfect fodder for Blue Hampshire to debunk or confirm: does Fuller Clark's endorsement of Steve Marchand tell us anything about a Jeanne Shaheen run?

It's funny; I am this moment working on a post (coming soon) that tries to read the tea leaves on the latest Marchand and Swett endorsements.

Speaking of which, Mayor Marchand released another round of endorsements today.  Thirty-two reps from various parts of the state including BH diarist Jim Splaine!

(list below the fold)

Dean Barker :: Chuck Todd: Marchand Endorsement May Mean Shaheen "Leaning Against" Running
(PORTSMOUTH, NH)--Portsmouth Mayor and U.S. Senate candidate Steve
Marchand today announced the public support of over 30 State
Representatives.

"We are proud and grateful for the strong early support Mayor
Marchand has received from some of New Hampshire's most impressive
legislators," said Campaign Coordinator David Mason.  "From his
commitment to bringing our troops home from Iraq, to his record on
holding the line on tax increases, to his work on environmental and
energy issues, people across the state are responding to Mayor
Marchand's record of leadership."

Representatives that have endorsed Steve Marchand include:

Hon. Jane Beaulieu (Manchester)
Hon. Catriona Beck (Bennington)
Hon. Roger Berube (Somersworth)
Hon. David Borden (New Castle)
Hon. Tom Buco (Conway)
Hon. Howard Cunningham (Ctr. Sandwich)
Hon. J. Timothy Dunn (Keene), Vice-Chair, Education Cmte.

Hon. James Splaine (Portsmouth)

The announcement follows last week's announcement of early support
from such key leaders as State Senators Martha Fuller Clark and
Maggie Hassan, Democratic National Committee Member Anita Freedman,
and Merrimack County Democratic Chair Rob Werner.
Steve Marchand is the Mayor of Portsmouth, NH.  He is former
Northeast Director of the Concord Coaltion and Associate State
Director of AARP New Hampshire.  His campaign website is
www.stevemarchand.com.

If there's a name on this list that means something to you as Fuller Clark did to Todd's source, please say so in the comments.

One thing I wonder about with Gov. Shaheen (0.00 / 0)
Being a key figure at the Kennedy School in the middle of a Presidential campaign is pretty cool. Lots of national figures coming by, lots of interesting public dialog. Even a chance to help shape the national debate.

Does a candidacy end that?

The Kennedy School angle (0.00 / 0)
brings up an interesting take on a possible run.

If she runs, she would (presumably) have to step down from that non-partisan position, and would be unable to return after a her replacement is set.

Moreover, it is, as you say, a very powerful (and secure, which a candidate's life is not) position to be in.  There must be scads of interesting and important people she gets to interact with on a daily basis.

I remember Hodes' referring to his time there when all the newly elected reps and senators were required to go as "Congress School" or somesuch.

I disagree with Todd (0.00 / 0)
on the "presidential campaign distraction".

I think Shaheen can wait because of her name rec/reputation and all the media it brings without her actively seeking it, plus the very late date of our Senate primary.

When She First (0.00 / 0)
ran for Governor, she waited till about June 6th to declare, and that was in the year of the election, so yeah she can wait.

Next time, there may be no next time.

Game's changed since then. (0.00 / 0)
And didn't Dean tell me that for the 2002 race she declared in August 2001?  Things are tending to go earlier these days, so I'd certainly see that as the late end of when she could get in.

[ Parent ]
It wasn't me, but it (0.00 / 0)
sounds familiar, and I've been scanning comments to find that out, with no luck.

Frodo, do you know?

It was you, but it wasn't her declaration, (0.00 / 0)
it was her formation of an exploratory committee.  So I was misremembering that.

She was expected to run (4.00 / 1)

Feb. '02 (4.00 / 1)
Governor Shaheen announced in Feb., '02. Did everyone expect earlier that she would probably would run? Yes, but the announcement was in February '02.

Can be pulled in a minute (0.00 / 0)
When a major figure like the Governor enters a race, earlier endorsements are often considered open to revision.

I suspect that these endorsements mean there will be no announcement of candidacy with in the next couple of months. I wouldn't go beyond that.

Forgive the quibble, but (0.00 / 0)
Marchand Endorsement in your title is a good example of a phrase that muddies the relationship of who did what to whom.  You've combined an implied action and an object in such a way that the object (thing acted upon) appears to be the subject (thing acting).
But, your confusion is understandable because you're actually responding to the murky thought processes of Chuck Todd, who's trying to project the future by suggesting that the relationship between A and B tells us something about C.  It's the kind of thinking that pundits like to indulge in because it's totally unprovable now or in the future.  Accuracy never enters into the equation.

I've seen (0.00 / 0)
names used as both subjective and objective adjectives with the word endorsement, though I concede it is more common in the former.  By leaving out the 's I hoped (in vain I suppose) to make it clearer.

If Chuck Todd were more famous as simply "Todd" and had Fuller Clark one last name, I would have done the opposite.

thoughts (4.00 / 3)
Frodo is right that Jeanne Shaheen didn't say she was officially running until the winter of 2002, but she announced her exploratory effort in August 2001 and began fundraising then.

On whether the endorsements mean she's not running: I don't know if MFC is in this category, but I do know there are people who have told Marchand and Swett that they are supporting one or the other with the understanding that if Shaheen gets in, they would switch to her.

Just the kind of info (0.00 / 0)
I was hoping this diary would elicit.  Thanks.

Convention (0.00 / 0)
It will be interesting to see how each of the more or less announced candidates do at the state convention on Saturday, both in terms of visibility and speeches.

[ Parent ]
Yes, very interesting. (0.00 / 0)
This weekend will be such a political bonanza between that and the debate.
