“We Are Wisconsin”

The Governor’s first quote about letting the private sector “put people to work” is the essence. The public is perceived as the antagonist of private property. Property owners have always counted on government to promote their interests. The suggestion that everyone is a property owner is the myth with which people are lured into obedience. Ownership is a snare.

In addition to promoting the interest of property owners, government is a good customer for capitalist enterprises. Indeed, most government money goes to contractors (or to individual recipients of “entitlements.”)

Well, actually, on the national level, all money issued by the Treasury gets laundered through the banks before it gets into the hands of ordinary people. Indeed, even federal pension checks are now supposed to be deposited in bank accounts so the financial institutions have a guaranteed revenue stream and a “float” for however long it takes people to spend their money.
However, to your point, our agents of government in our public corporations have been busily downloading their responsibilities to provide products and services, contracting with private corporations, which are owned and operated by their buddies, in order to evade the liability that exists since the principle of “sovereign immunity” was declared nul and void.
That Richard Nixon assumed what he did as President was not covered by the law may well have been because, when he entered public service, sovereign immunity was still in place. It was ended in 1947 under President Truman in response to graft and malfeasance related to military procurement during World War II.
We had malfeasance during the Iraq war, but most of it was perpetrated by private contractors.
